Question Latest NVIDIA driver killed my PC, help.

IDK what happened, i did the latest drivers on my new PC (using old 1070 it's just waiting for a 3080) - did the update fine, i restarted PC - black screen, nothing showing up on screen...
Remounted GPU, nadda, Switched GPU's to old 960, nadda. Remounted RAM, nadda. Took out GPU and plugged screen into MOBO - turned on, though can't run safe mode or reformat in anyway or run repairs. Both GPU'S work in old PC. MOBO just not accepting the GPUs or something, can't even get into desktop.
Did it fry my mobo? what hass happened here, this PC is about 2 1/2 months old...

Is there a way to reformat my whole Computer with a usb or something? That's how i installed windows on this new PC in the first place, but i'm finding it hard (as im pretty stressed right now) to find what i'm looking for on the net to get started as i think this may be the ONLY way to fix the issue unless the mobo is cooked.
 
Listing your full system specs would help. Do include the make and model of PSU.

Have you tried clearing the CMOS?

I did take the battery out and it didn't help (CMOS Clear) idk if it worked or not but it didn't help so assume not.
 
You asked if you can reformat with usb. Yes you can. You use the media creation tool from microsoft to make a bootable usb to install windows again. In the process you can format your ssd.

Of course you should take a backup of what you need.

As for the issue, can you try a different PCIe slot for the GPU?

Ive tried a different PCIe Slot. I don't mind formatting there's nothing of importance on the PC. I assume i should do the media creation tool reformat without a GPU installed as that's the only way i can get anything to show up on the computer right? Should i wait until windows full installs before re-installing a GPU?
 
It is not normal to see 'nothing' from a GPU until after Windows and drivers are installed...

You can certainly try that and hope that it somehow helps, but, if a GPU is now not outputting even a 2d desktop image, that does not bode well. (If you have another desktop with an adequate PSU, you can test the 1070 briefly in it, or, temporarily use a known good PSU of adequate wattage in your rig (do NOT mix modular cables from various PSUs, as the pinouts vary at PSU insertion points, which can be catastrophic to components when/if routing wrong voltages down pins/paths not intended...)

If the 1070 produces no display in a known good rig w/ a known good/adequate PSU, you've confirmed the 1070 is bricked, and are done. (EDIT: I see where you say it works in another rig...; INTERESTING! Perhaps your PSU or it's connections to GPU?)

The GPU is fine, working perfect in old PC - I was able to "Format" the old PC and get to desktop, I had to go into BIOS to change the boot sequence back to the SSD that windows was installed back on. Now it won't even show anything with or without a GPU in the PC. It comes up with a black screen and text saying "Choose a proper boot sequence" or something along those lines, but it won't let me get into BIOS now. I Didn't even get a chance to try the GPU in the PC after the reinstall of windows as I had just restarted it to change the boot sequence, so now i need to reset bios (I guess) and see if it works. I'm starting to think it could be my SSD is cooked (Where windows is being installed) I'll be trying the BIOS Reset again, and a new Hard drive that has windows installed already (Current one i'm using to be online in old PC) and see if that has any issues.

I'm feeling like it must either be MOBO or SSD that is faulty, PSU/RAM/AIO Cooler/Fans/MOBO (To the extent it doesn't not start up at all). I've never seen a computer act this way before. I have to take it down to my dad who's been building PC's for most of his life and get him to have a look at it.
