Launching Photoshop makes taskbar & all system icons to continuosly auto-refresh :(

Hi All.. m facing a strange problem after the Win10 studio update. Whenever i launch Photoshop CC (while its loading) Taskbar & all system icons, even file icons start auto-refreshing. This slows down the system & i have to restart PC every-time to fix it. Even reinstalled windows but problem is still there.. any ideas what could be wrong
