LCD monitor problem

My Dell E1609Wc LCD monitor has display problem. I checked the circuit boards, there is no voltage at on/off pin of start circuit. Is it a main board problem? or something else? Please give some guidelines to fix this problem.

The most common problem with any LCD monitor is a bad power board, and the most common power board problem is bad electrolytic capacitors.

I have already checked the power board, it seems good. But the power LED does not lit, there is no voltage in start circuit. I think start circuit voltage should come from main board.
