LCD specs help

I'm about to buy an LCD screen, so I was hoping that someone could help me out with a few technical things.

1) I've seen some LCD screens with stated brightness of 400/m2 and others with 250/m2. Is this important? Does it make a big difference?

2) Is a response time of 16ms a lot better than 30 ms?

1. Yea the brighter the better

2. Hell yea...you want to look for a monitor that has at least 20ms or less response time.
