Leadtek 7600gt - artifacts during boot

I have a Leadtek 7600GT Extreme and am having some trouble with it. The photo below is what I see when ever it's booting up or in the BIOS setup.

Once it gets into windowsXP (where I have the latest driver loaded) everthing looks fine.

I also have a problem when trying to install Vista. The following error comes up during the first reboot of the install.

I was just able to load Vista using an old PCI video card. So I don't think its anything with the MB.

Any help would be greatly appreciated?

MB: MSI K9N Platinum (BIOS 1.3)
RAM: OCZ DDR2 PC2-6400 Gold GX XTC
VC: Leadtek WinFast PX7600 GT TDH Extreme

Those look like memory errors, so I'd guess it's either a duff card or not getting enough power.
