Leadtek GTX 960 runs very loud for 20 minutes after starting up computer?

It sounds like it's running very loud (not coil noise or clicking, just sounds super powerful and loud), and after it finally goes quiet. If I max my GPU fans to 100%, the sound is different from the noise that is giving me trouble, so it's the problem is not that they are being maxed out.

The thing is, the noise happens on and off for awhole at the 20 min mark, and then it turns off.

I have identified which fan it is, the noise stops when I physically jam it with my finger. It is still covered by warranty, the problem with RMA is that from certain discussions, I have learned that the process takes 1-3 months, and I don't wanna wait that long.

Is there anything I can do or any idea what the problem is?

does this happen only when you are turning on your pc? If so it could be that you have too many services auto running at boot up. Check task manager for this.

They spin upon bootup when all the other fans start spinning (or about 5 seconds later. I only have 5 startup programs, of which there is only 1 with high startup impact (Steam).
