Leadtek stripping down video card

I've just purchased a Leadtek WinFast A170 Pro TH, a video card based on the NVidia Geforce4 MX460 GPU and DDR memory.

Both WinFox II (the video card information/tweaking utility supplied with the card) and RivaTuner (a third party video card information/tweaking software) show the card running at its default clock frequencies of:
GPU Core - 300MHz
Memory - 459MHz
The default clock frequencies of the NVidia MX460 GPU is:
GPU Core - 300MHz
Memory - 550Mhz
So the Leadtek card has a memory clock 90MHz below specifications.

Surprisingly, the A170 Pro TH (or a card of identical specifications) cannot be found on any of their websites. The closest thing they have is a WinFast A170 PRO TD MyVIVO - same GPU and memory but with added MyVIVO.

This page quotes a memory frequency of 550MHz.

I contacted Leadtek tech support and this is their reply:
"Thank you for your inquiry

Yes, the memory clock set at 550MHZ was the nvidia first open spec for
this video card.but by following time passed and regard of marketing
cost ,the spec will be fixed.

Marketing Department, Leadtek Research Inc."

So basically Leadtek has lowered the specification of the NVidia Geforce4 MX460 while advertising the product using the proper specification.

I know there's no way the dealer is going to take back the card if I tell them "the memory clock is too low". So what can I do? I've got a card here that's less than what I've paid for, and I don't like it one bit.
 
I can't really help you as far as a refund is concerned, but you could always take the setting up to their intened clock speeds, It would probaly handle it.
