I've been noticing lately these people streams look so much more smooth than my game, I play with everything maxed and shadows off and get 60FPS constantly. Yet this streamer has 50 51 60 FPS and it looks loads smoother. link to video of smoothness http://www.twitch.tv/crs_saintvicious/c/2281925 goto 57 mins in. Could it be ping wise since I live in Ohio I get 120 ping which shouldn't effect much.

I'm not quite clear the question here. Are you questioning why his game looks smoother than yours in terms of FPS or in terms of movement of other players? If it's player movement, yes it would likely mean that he has a better ping than you.

Fairly sure it is the ping I get constant 100+ FPS with a gtx 760, I get over 100 ms and that what is causing it.
