It's absolutely safe for the cores to boost up with that briefly, drop back down and go to sleep.Voltages are preety ok, but on HW Monitor I saw it peaks 1.405V, but for a second.
Turn on XMP for the ram.
Find the cpu's Vcore setting in bios. Change to Offset mode, and enter a negative value around 0.050 - 0.100.
Auto Vcore was reported to be unusually high on Z590 motherboards(if you're using one), so you should be able to apply a -0.100v offset without issue.
Future bios updates are likely to have improved the voltage curves, so you'd have to turn down the offset after that.
