LED blinks after shutdown

I'm using asrock g41mvs3 p2.0 motherboard....installed with windows 8.1
once I turn my pc off.. after a few hours led light starts blinking.. when i press power button on.. it is not turning on.. So i need to unplug & plug all connections to turn it on..

Besides this issue..when my pc is turned off.. the green light in keyboard is kept on.. i tried several ways of overcoming this issue.. but unplugging the power cord was the only option i was left with..

kindly provide me a suggestion/solution..

I WOULD GO BACK AND DOUBLE CHECK all connection make sure there placed where there suppose to be make sure ram is seated as well,
