Led lights on peripherals on when system is shut down

I made a new build a couple days ago and I noticed that when I turn off my computer via windows "shut down", the lights and fans on my external hdd and sound card (connected via usb) remain on.
If i physically turn off my psu from the back then the lights turn off so something must be going on here. Maybe it's a built in safety feature? Is it possible to turn off via BIOS (should i)?

What should i do?

PSU: SeaSonic SSR-650RM
CPU: i7 4790K
 
Solution
Check your BIOS settings for USB standby power. This is what keeps your peripherals ON.
You might also check wake-up configurations - if USB is enabled, it will be powered.

For future Gigabyte MOBO users: Go into BIOS (classic mode, if not set by default) and find the ErP feature (should be located in Power Management) and turn it ON (it is set to OFF by default). This will disable the standby power which your motherboard uses in order so it can respond to things such as moving the mouse to turn on the computer a.k.a keeping the lights of your usb peripherals on when the computer is shut down.
