i just went to a prerelease tournament today in syracuse and was surprised
to hear a change in the legendary rule.Now instead of the new legend
leaving play, they both leave play just wanted to share that with the
group. The judge told us it was a brand new thing wizards was doing.

Yup, they changed the legend rule with Champions of Kamigawa.

David DeLaney posted the CoH FAQ a few days ago
(http://www.vic.com/~dbd/NFd/faqs/CH.faq.prerelease) it has all the
new rules for CoH + clarifications for some of the cards.

If you have any questions about it, then try to read the thread
"Champions FAQ" first to see if it has already been answered.

Yes, this is the case; it got previewed on the website a week or two ago, and
is explained in the insert in each Champions starter deck. The new version of
the rulebook is not yet up on the Wizards webpage, nor is the FAQ or spoiler
list or checklist for Champions visible there anywhere, but the FAQ did contain
the new rules snippets that deal with this:
