Question less fps after upgrading to 4070ti

3x 8tb 3.5'' hdds

I recently upgraded to a Asus tuf 4070ti From a 3060ti and im noticing less fps with the 4070 than with my 3060ti in games at 1440p res, such as csgo, Gears 5, rainbow six seige. Im getting 40 fps less. I wanna figure out whats going on so i can fix it. is it a bottle neck ?

cpu/gpu temp and usage during the game?
did nvidia driver change the game settings?
Gpu temp 42 C
Gpu utilization 20to 30%...

Cpu temp 57C
utilization 55%

And no not at first, I first updated my bios, reinstalled nvidia driver clean install, i then changed the settings testing on low medium high ultra sets as well as dif resolutions all the same outcome in comparison to my 3060ti having more fps
 
did you run any gpu benchmark?
what 16 pin pcie cable did you get?
I will do that tonight ive only tested dif in game settings and monitored fps and utilization with dif games, ill let you know thanks. As for the cable i got the standard one that comes with the card ill take a pic when i get home

After updating to the latest nvidia driver that just released, i now see the upgrade. I went from average 220 fps in csgo to 340 -490 averaging 400 depending on the map, after updating. Possible driver issue that just got patched? No idea i tried reinstalling clean mode driver previously with no luck, i was even considering upgrading to a 13700k thinking it was a bottleneck issue but im completley satisfied with my output and current cpu, Thanks for the help
