Less performance after system restore.

I was fixing a black screen after login with a system restore but after I fixed it, I can't watch Twitch Steams Source quality without having fps spikes ever 5 seconds and when I played CSGO I would usually get 180 fps and now I get like 70-80, I have defragged my computer with the one with iObit and used ccCleaner and Avast scans, is there a way to fix it? I feel like restoring to factory settings because I'm super desperate.

I factory resetted it. All good now.
