Core i7 4790K
GTX 1070Ti
GA H81m-HD3
16gb ddr3 1600Mhz
Coolermaster 500W

My budget is around $70 (price difference in currencies) and I want to keep 4790K at 20-30 degree centigrade at normal and maximum 50 degree at load and noise level not above 25 dba. So let me chose the best cooler between these two ore give your own opinion. Thanks

You don't need either cooler since your board does not allow for overclocking. The thing about your intended temperature range will be affected directly by the ambient air temps. With all due respect, the stock cooler is doing it's job for the CPU since you're not on a Z87/97 chipset board.

I'd ask you to not waste that money.

I dont have stock cooler or anything else actually i bought this PC in components so i got everything now only cooler is left

If you intend to buy a Z97 chipsetted board then get the H7, if you intend to stick to that H81 chipset board, then do yourself a favor and pick up a copper slugged cooler from your local computer store unless ofc the copper slugged cooler is the same price as the H7.

Thank You so much you are right I should not waste money and that is also correct my Mobo dosen't supports overclocking so no worry about that but I hate noise of fans so which one should you choose for me in low budget? Also in winter season we have closed room with heaters keeping room temperature fairly warm.

If you want to understand watercooling, please read through the watercooling sticky that is linked into my sig space. I've written a sub section in that sticky pertaining to AIO's. Just because you can slap on an AIO to a CPU doesn't drop temps like magic. There is some understanding that needs to be done and ofc you need to be cautious about where you spend the money.

In retrospect, the money isn't mine and I could've asked you to buy the AIO but that's not how we roll on our forums. Also understand that noise is subjective, what is noisy to you can be silent to someone else much like how art is subjective.
