The problem arose about 2 weeks ago and whenever I played any graphically intensive game for a period of time, the monitor would turn off with a message reading "Analog Power Saving Mode" and I would to restart to computer (which would boot normally). However since a few days ago, now the monitor wouldn't even let me boot up normally, it would just say "Analog Power Saving Mode" about 3 seconds into pressing the power button.

I replaced the cable and checked if the monitor was working with a laptop and it ran fine, so it's one of my PC parts but I don't know which. I don't think it's my GPU because I plugged the monitor onto the MB itself and it would still display the error message. Also all the fans appear to operating normally.

Note, that the PC itself appears to be running normally (all the fans and noise etc), it's just the monitor that displays the error.

I'm using a GTX 970 GPU, a 650W CM PCU and a H110m-a MB.

Solution
That's not an error message per say. The monitor is telling you that its going to sleep because it can't see and active incoming video signal.
Now this wouldn't be a problem if you had just put your pc to sleep and left the monitor on (like I always do LoL).

So now we need to figure out why the PC isn't putting out a video signal.

Do you hear the windows startup sound after you turn it on?

Please create your own topic but it sounds like you need to set the monitors input to match what you've connected your pc to.
Ie- from pc using Display to dvi port (using an adpater) means you set the monitors input setting in the monitors menu to DVI.
