Solution

Well getting a 4590 in 2018 is not the best idea since a lot of newer games are already having problems on a 6600k due to it just being a quadcore and the games wanting more cores.

I would just go for a ryzen 2000 or intel 8th gen system...

But its LGA 1151 and it only supports DDR3 ,this motherboard is made to save up money .http://www.biostar.com.tw/app/en/mb/introduction.php?S_ID=832

Technically 6th and 7th gen cups only support DDR3L which runs at 1.35v. There are boards that allow for 1.5v DDR3 but you do run the risk of shortening the memory controllers lifespan running the higher voltage.

From the specs of the motherboard it only supports DDR3L and not DDR3.
"Support Dual Channel DDR3L 1866(OC)/ 1600/ 1333 MHz"
http://www.biostar-usa.com/app/en-us/mb/introduction.php?S_ID=832#specification

Hmm. Weird. The H110 motherboards are meant for 6th and 7th generation CPU's, which technically don't support DDR3 RAM. Yet the board has DDR3 RAM slots. If it has DDR3 RAM slots, there's no reason for them to not work, except if the CPU simply doesn't accept the RAM.

Than, i should buy a ddr4 ram ? or just cpu that supports lga 1150, but i know later i will need to upgrade to lga 1151 any way ...And should i buy 4th gen cpu 2018 ? if yes , is i5 4590 good choice for budget ?

Dunno , if ill buy ddr4 ill have only 8gb ram but if ill buy a i5 4590 ill ask my friend for extra 8gb ram and i could get up to 16 gb ram without spending that much money ,i understand that Biostar H110MHV3 is not an option for me , should i get 4th gen cpu 2018 , if i plan only for playing my games on smooth fps .Thats all i want out of my cpu.

I would just go for a ryzen 2000 or intel 8th gen system with 6 cores or up. Generic ddr3 should not be used on a 6000 series or up cpu since it will damage the memory controller and will lead to a lot of stability issues down the line (if not instantly).
