Make sure that you orient the marker on the CPU with the marker on the socket properly before latching it and you should be fine. Modern LGA sockets don't require much pressure usually.
OK, I inspected the CPU and CPU socket and everything looks good. This time the "load plate" closed effortlessly. I think that black plastic thing must have been the problem.

I am building some Celeron G6900 computers for a company with these LGA1700 stock coolers and i am troubled lot how to attach the cooler. And even when somehow looks standing stable on CPU, i am still unsure if it is well attached.
