Both sockets have 2011 pins but the pin pattern is a bit different making them incompatible with each other. 2011-3 adds native support for USB 3 and more sata ports and support for DDR4 memory. There's no issue with CPU cooler compatibility. You buy one based on the TDP of the CPU you intend to use.
