LGA 771 to 775 mod Issues

I currently have a Dell Inspiron 560 with a G43T-DM1 motherboard that came with a Pentium E5800 that was just lying around and I wanted to use it for a cheap server/part-time sims gaming machine. So I bought a Xeon x5460 and an LGA 771 to 775 pad to allow the processor to work in the socket. I also upgraded the BIOS to the latest update which said it added CPU microcodes. When I turn the machine on with the new CPU I can get into BIOS and see that it and all of the RAM is recognized properly. When I try to boot into Windows 10 it freezes on the logo screen and doesn't even show the white dots. I also tried to reinstall Windows 10 but it also freezes at the logo screen and doesn't allow me to reinstall the OS.

If I put the original E5800 back in the machine Windows boots in under a minute as if there were no problems. I don't know where I went wrong but if anyone has any answers please help.
 
Solution
Several things to consider.

Check the SATA option (IDE AHCI RAID) is correct.
Try to boot windows fail safe.

The E5800 has FSB 800 and TDP of 65W. The X5460 has FSB 1333 and 120W.
Maybe the mobo on your computer can not handle FSB 1333.
Maybe the DELL PSU is very limited and has problems managing the extra 55w.
Maybe your DDR3 memories do not support FSB 1333.

Try starting with FSB 800 or 1066 or with the minimum multiplier to see if it works.
Please, indicate the specifications of your equipment (memories, psu, ...).
Also indicate the BIOS version of your mobo. Also the stepping of your X5460 (slanp or slbba).

Have you made a full reset of your mobo?

I have fully reset my motherboard with the jumpers, CMOS, and load defaults in the bios. The BIOS is currently at A06. The x5460 is SLBBA. It currently has 4x1GB sticks of DDR3 RAM.

A few things that I have tried since I posted the first time:

  • Reinstall Windows 10 with new USB drive (still froze on start)
    Reset the CMOS (worked but didn't help the freezing)
    Reset the BIOS to defaults (worked but didn't help)
    Tried to install Windows 10 32bit (froze on a black screen with a blinking cursor)
    Tried to install Windows Server 2012 and 2016 (froze on start)
    Tried to install Windows 7 ( black screen with blinking cursor)
    Tried to install all of the above without the current HDD installed (Didn't work)
    Installed Ubuntu ( ACTUALLY WORKED AND RAN JUST FINE!!)

So what I have learned so far is that the system will install and run Linux such as Ubuntu just fine. It recognizes the CPU and RAM with no problem. I know that Linux is great to some people but my preferred OS is Windows and it isn't making any sense to me why windows won't run on the CPU. Any Ideas?
