server in TS License Manager, and selecting properties from the

In short: you'll have to phone the Clearinghouse.
Downtime shouldn't be a problem, since the clients already have
valid licenses, which are stored locally. Clients try to renew
their TS CAL one week before it expires, so that gives you 7 days
to fix your new LS. After running without a LS for more then 7
days, there is a risk that client licenses start to expire.
