That's up to you. What is best in your situation depends on if you
have more users than client computers (use Per Device licensing) or
the other way around (more clients than users --> use Per User
licensing).
Make sure that your Terminal Server is in the same licensing mode as
the type of TS CALs you install on the Licensing Server, and read the
article below. It explains that Per Users licenses currently are
unmanaged.
