I own a stick of samsung pc2700 256 ddr ram, will it shorten the lifespan of the ram if I lower the timing? For example, the Dram command rate, bank interleave, cycle length, queue depth, etc.

NO.
I only have heard that overvolting could reduce the lifespan of RAM.
BTW, I had a PC 100 stick running at 3.66 volt (default at 3.3V) for 3 years and no problem.
