How do I turn off the motherboard and graphic card accent lights when I shut it down? Secondly, I like to turn off the PSU after I shut the PC down but when I turn the PSU on, the computer turns on by itself. Why does it do that?
because your front panel header pins (power button)are probably incorrectly plugged in. take a look to see if they're all plugged in correctly as far as the MB light you didn't mention what motherboard

I'm sure it's plugged in correctly, would it matter if I flip it 180°? I can turn it on/off with the front panel power button. The motherboard is an Asus X670E-E ROG Strix Gaming WiFi and the graphic card is an Asus TUF Geforce RTX 4090. For the graphic card, its a red light by the power cable.
