Question Lightroom/PS Build

I am looking to build a new PC and have been out of the loop for about 15 yrs since my last build. The main use will be for Photo Editing Lightroom and PS, however I may do a little 4K video editing. I do not want to spec out the PC as a video editing only machine as I will not be doing this much and want to save some cash. I am hoping to build for about $1200 or less, while looking at current prices I believe this is somewhat doable.

Few questions I have are:

  1. Rayzen 1700 vs 1700X or 2700X - Do I really need the 2700X (I know the new chips are coming)?
  2. RAM - Which is the best bang for the buck for photo/video as far as speed and latency?
  3. Best case $80 or less?
  4. Would you recommend more than a 550W power supply?
  5. Currently looking at using a Gigabyte Radeon RX 580, would this be sufficient?
Any other insight or ideas would be welcomed. Appreciate your help.

I like a few items on this list, but was wondering would this case you have listed fit a MSI ProSeries B450-A Pro motherboard? Also wondering if G Skill RIpjaws V Series RAM would be a better choice (https://www.newegg.com/Product/Product.aspx?Item=N82E16820232298&ignorebbr=1 ) ?
