Question lights and fans turn on but no signal on monitor

I just upgraded my motherboard and cpu to a Maximus hero xi and i9-9900k but it won’t give me any signal and there are no beeps. I upgraded from a Ryzen 1600x and rog strix b350-f and that was running fine. I took out the ram and there was still no beeps. Do you think I need to rma or is it something else?
