Lights in the house start blinking and the PC won't turn on

So I build a new PC a few days ago and the first time I tried it it worked just fine. Today, however, when i plugged in the PSU, the lights in my house suddenly started blinking and the PC won't turn on. I switched the PSU with the one from my old PC (which works) and it would do the same thing.
After I switched them back again and plugged in the new PSU, the electricity in my house just stopped for a few minutes. Is the motherboard causing the problem or is it because the PC doesn't receive a proper voltage?

Solution
After you unplugged the other power hungry devices, did you check your main breakers to make sure none were like half tripped?

They should all be in their open position unless you intentionally have one closed.

You need to call an electrician.
 
It's likely because your PC is on a circuit that's drawing too much power from your circuit breakers.

Is the PC by itself in the outlet (excluding screens and printers)? Is the outlet in a circuit with other outlets? Do the other outlets in the circuit have power hungry devices in them?

I think that is the problem, as my PC is in an outlet that forms a circuit with other 6 outlets with some power-hungry devices (2 TVs, another PC, 2 Internet routers, the chargers of my phones and even another spare outlets that I don't use) and I think that them being all in the same circuit is what is causing the problem. However, I will try plugging the PC in a wall outlet.

Guys, I tried everything. I unplugged all the stuff and let only the PC plugged, I changed the PSU and it still won't turn on. Is it because of the motherboard? 'cause the speaker doesn't make any sound when i push the power button. Please help :(
