Limit Available VRAM

In windows you can limit the available system memory through MSConfig, is there a way you can do this with VRAM? I'm trying to play a game that won't start if the GPU has more than 128MB of VRAM, and well I have a 1070, so yeah. Any help? Thanks!
 
The game is Tiger Woods PGA Tour 2004... lol

It will not launch on my system and throws an error saying there is insufficient VRAM. I started reading about the error, and while information is very limited, what I could find was that if the game didn't recognize the GPU, then it would check and if VRAM is over 128MB it would throw the "insufficient" error. I know it doesn't make much sense, and maybe its incorrect, but its the best I could find.

And it kind of makes sense considering other old EA games from the time like the Sims 2, Sim City 4, and Spore.

I didn't think about the integrated graphics thing, Ill have to try that.
 
So I tried enabling the iGPU on one of my monitors, and after limiting system memory to 3GB it actually runs.

And just for the heck of it, I tried bumping up the VRAM for the iGPU in the BIOS to 256MB and the game will not launch.

This is weird as heck, but like I said not atypical for an old EA game from what I've seen
 
I have tiger woods pga tour 2007.
I just tried it.
1. message says it does not recognize my graphics card(GTX1080ti)
It says I might experience graphic anomalies.
2. Next message: directx says I have insufficient vram to run the game.

Obviously the game needs a patch to run on modern machines
 


Yup. This is exactly my experience.
 


I am going to have to try to resurrect the game.
