Limit Bandwidth withour QoS?

Is there any way to limit the bandwidth of LAN WITHOUT using QoS? Limit not cut off completely via MAC or IP filter?

QoS is a catchall term used for any form of traffic limitation. What you want is called traffic shaping or policing BUT it does not matter. End consumer routers are lucky if they even have any form of traffic limitation no matter what the name they call it.

So the short answer is no.

Without QOS, the only way to limit bandwidth would be to use a switch where you can force a port to 10mbit.
