Limit internet bandwidth to windows users on a single desktop

Hi,

My home machine is a desktop with Windows 10, connected physically to a Dlink 2750U ADSL router+modem. On windows 10, I have created user accounts for my kids, so they can do their school projects, keeping myself as administrator.

My internet connection is a limited, metered connection, so I wish to limit the amount of bandwidth my kids consume - when logged into their Windows 10 user account.
Being a desktop, only 1 kid can use at a time and only 1 single desktop is involved so I guess there is no wifi or networking or bandwidth sharing on LAN.

any clues or windows registry settings or software?
