Limit of overclocking i5-4690k with stock fan

Under extended loads like video encoding or cpu intensive gaming where the cpu is running full out (or close to it) for hours at a time the stock cooler can have issues keeping a stock cpu cool. It will depend some on ambient room temps but the stock cooler isn't meant for overclocking. It just doesn't have enough cooling capacity, no heat pipes which further improve cooling efficiency, smaller fan etc.

You're much better off getting something like a 212 evo or cryorig h7 for mild to moderate overclocks.

Hard to say since your room temperature, case cooling, and silicon lottery also have some affect.

I could throw out a number like roughly 4.4GHz but it would be pretty noisy.

*However, just on NOISE LEVEL alone I wouldn't overclock.

I would suggest getting a CM Hyper 212 EVO or similar though (see pcpartpicker etc) for about $25USD or so. That will allow a higher overclock while also being quieter.

As you can see the stock cooler is a pretty pitiful affair. Other coolers are larger than those two.

The 212x would do ok for mild overclocking. It's pretty much the starting point for an aftermarket cooler that will handle temps from overclocking. You may get moderate overclocks with it, just depends on your actual cpu (each chip overclocks a bit differently), how high of a vcore setting you need to reach the overclock you want since vcore = heat. Also your ambient temps.

Someone living in a cool climate with ambient temps around 22c with a good overclocking chip will see better overclocks with a 212x than someone who has a chip that requires more voltage and has ambient room temps around 30c. It looks like coolers are bit more expensive in your region than other places or at least on that website. The next options up from the 212x are almost twice the price with not much selection in between. The currency conversion puts the 212x at around $40usd which is pretty expensive for that cooler compared to typical prices here.
 
Aftermarket coolers need thermal paste? Yes, all cpu coolers need thermal paste. Most coolers come with a small tube of paste or come with a pattern of thermal paste pre applied to the bottom of the cooler ready to install. Normally you shouldn't have to buy thermal paste separately, cooler master cpu cooler typically come with a small tube.

I don't know what the market is like there so checking local shops might be worthwhile. Here in the u.s. the online stores are quite large and really competitive, they almost always have better prices than small local shops but that may not be the same for you where you live. It won't hurt to check.

Can you suggest me i5-4690k + mobo + psu + ram around $500 all-together. No discount or mall rebate as I am going to buy at retail shop. I want to overclock the i5 and will never SLI on future. PCIE 6+2 or PCIE 6 and PCIE 8
 
From what I could tell trying to navigate that site, for a 4690k, z series motherboard, power supply and 8gb ram you're looking at closer to $600us with cpu cooler. Just cpu, mobo, ram and psu, 2375rm and I don't know what tax or shipping you would have to pay on top of that. That's going by the site you linked to.

Trying to keep closer to $500usd/2100rm I think you'd be better off considering a locked i5 and seeing if the stock cooler won't keep it cool enough. Not sure how hot it gets there where you're at. Honestly though with the pricing on that site, even the i5 4460 is only $22 less than the 4690k. You would have to check prices at your local shops, I have no idea what their prices are like. All I have to go on is that site you linked me to for Malaysia. Prices there are higher even with the currency conversion rate to usd than they cost in the U.S.

Can you link me to amazon original price around $500 as Lazada is more expensive than the original price at retail shop. On Lazada i5 is rm1319 ($311) but on retail shop it just rm1029 ($243)
