Limit Speed to devices on the network

I have Century Link with a Technicolor C2100T gateway. I picked up a Linksys E1200 router for a couple dollars. There's someone who is staying at the house and has a couple devices connected to the network and when he's at the house the other devices on the network has issues, i.e.: playing an album with Google Play Music will be intermittent or stop completely. I have a 40 mbps down and a 5 mbps up speed, also when he's not here there's no problem at all.

My network is comprised of a Technicolor C2100T gateway with a Netgear router connected to it with all my devices on it ... his 2 devices are connected to the Technicolor C2100T gateway to have separate networks.

The question is: Is there a way to limit his 2 devices that are connected to the network via a Static IP address to say 5 mbps down and 1 mbps up internet speed thus giving the other devices priority?

If you can do PRIQ QoS you can make everything from his ip lower queue than yours. It's not perfect for applications that need low latency, but it will help your streaming. This way you aren't losing a portion of your total bandwidth when it's not being utilized.
Short answer ... yes. Can you do it with your hardware ... maybe. The Technicolor claims to have QoS settings in it's data sheet, but I can't find a user manual to clarify what kind of QoS they offer. Qos (Quality of Service) ... there are generally 2 flavors. One will let you set a max bandwidth per device. The other is a priority based QoS and it looks at the types of connections to determine priority (ie, web low, voice high, game high, email low, etc).

If you have a user manual, read the QoS section ... if not, log into the Technicolor and look for a QoS tab (probably under advanced or something). Fingers crossed.
