Lined artifacts and freezes on boot up

Hey guys I'm starting to scratch my head pretty hard at this.

I ordered a slew of new parts. Everything except my GPU (which is a Asus 980 Strix). So, I loaded windows onto the new harddrive. Started loading the new motherboards drivers and then updated my GPU driver. After updating everything I booted up a game to see how fast the new SSD would load. Out of nowhere the computer restarted and white line artifacts appeared at the boot up. (Artifacts that need gone https://imgur.com/gallery/CA4em)

The second picture is what it looks like when it freezes and reboots itself to repeat the process.

-GPU: Asus 980 Strix
-Kaby Lake Intel Core i5-7600K LGA 1151 Desktop Processors (BX80677I57600K
-MSI Pro Series Intel Z270 DDR4 USB 3 CrossFire ATX Motherboard (Z270-A PRO)

So I got it to boot with the onboard gpu just fine. When it has the 980 it doesn't get past the boot screen. So no it doesn't get to windows. I tried the second pci slot and it didn't work with the 980 either. I tried my old graphics card (gigabyte 680) and it booted fine. Does this mean I have a gpu that decided to crap out the minute I put new parts in? Mind you I was using it in my other build not 20 minutes before I started the new build. So if so...thats some horrible timing
 


Yeah I was afraid of that. I would highly doubt the psu it's a brand new RMX 850
 


I can't remember if I said it already but I did get my comp to boot in safe mode and update the driver for the 980. Then after updating the driver I rebooted it and it still had the artifact lines
 
Maybe it's not lost cause then. I guess you used latest Nvidia drivers - so try rolling back to previous version. Did you had the lines still on screen when in safe mode? Maybe it's just video cable went to hell - used same cable with second GPU?
 


I did use the same cable. It had the lines while in safe mode. Pretty much anytime that card was installed it had the lines. I could try the previous driver but I'm skeptical. It had the lines before the driver install and after the latest driver install. But there were no lines with my old 680
