Lines on screen need help

Everytime I play fallout new vegas I get these lines I can see when moveing around but can't notice them when I'm standing still, when I move back and fourth I can notice they look like line blocks like long squares, I don't get them playin any other game or watching tv or notice them at all on my tv, I only get them while playing fallout newvegas, iv tried everything installing uninstalling, alt tv setting alt resolution on desktop settings and even alt game settings and even checking updates, nothing worked so far, I have a nividia gtx 690, 8 gb ram, windows 8, and an i5 4570 CPU 3.20 ghz and I'm running the newest updates for all so if someone can tell me what these are or why I'm getting them or better yet how to get them to go away would much appreciate it xp
 
Are these lines all over the screen, or are they just roughly running horizontally across the middle of the screen? If they are random then the artifacting/tearing could be from heat, see what your temps are running while playing New Vegas (it's possible that just this title is causing your GPU to run hot for some reason).

If they are running high you might try going into the Nvidia controls and manually bump up the fan speeds. If the lines are across the middle, horizontally, then try making sure vsync is enabled both in game and in the Nvidia controls. And when you do this you might try putting your monitor's refresh at 60 if it's not already.
 
They are like really long rectangles on the whole screen I can only notice them when moveing but while standing still I don't, best thing to compare it too would be waves? Like when I move back and fourth it looks like waves but lines like I said really long rectangles going side to side on the whole screen and I only see them on fallout newvegas
