Question Link to Windows App won't open screen

I have a DELL Inspiron 545 PC (2009) with an ATI Radeon 4350 GPU. DxDiag says it does not support Miracast and only supports WDDM 1.1 (WDDM v1.3 is the minimum required for Miracast).
I am trying to get the MS Link To WIndows APP to work. Most features will work but it will not open the screen to allow my Samsung A515 to project on to my PC screen. If I go to Settings/Display it says my PC does not support Miracast.
Is the solution to upgrade my GPU from the Radeon 4350? Would a Miracast USB Dongle work? Should I just upgrade my entire PC? I am running W10 latest version.
All suggestions welcome, especially for a suitable GPU upgrade if that is the answer.

There may or may not be Miracast support for the hardware and/or software. May be some workarounds but the workarounds may no longer be viable.

The end requirement being to project an image from your Samsung A515 phone ~~~ wirelessly ~~~> Dell Inspiron 545 PC[Radeon 4350 port] ===HDMI/DP cable ==> Image to Monitor. Correct?

If nothing proves workable then you probably will have a better sense of what needs to be upgraded on your PC or what is required if you get a new PC.

Thanks for that. If I go to Connect in the action centre it says my PC doesn't support Miracast so it is unable to project wirelessly. I think this is because my PC is quite old and the GPU and its drivers only support WDDM v1.1. The only AMD driver that works with Windows 10 is the 2015 version, basically because the Radeon 4350 is now a legacy unsupported product. I think my only choices are to upgrade the GPU or upgrade the PC entirely. If I upgrade the GPU it might only reveal the next item that needs updating. Probably the safest action is to just replace my desktop PC.
Since I am an unsophisticated (basic) W10 user I am tempted to look at the Geekom MiniAir11 PC unit. It is small and not expandable but it could provide me with a solution at a reasonable price.
