I've been looking into getting a beefy fan (Noctua D15) for my Ryzen 5 2600 OCed to 4.1ghz with stock fan. Should i get a Fan or Liquid cooler?

Well Liquid Cooling is super effective for over clocking like you said, but it is definitely more maintenance and a faulty or damaged tube can cause a ton of issues. So the way i look at it is: Liquid is good if you are confident enough to keep up with the maintenance. On the other side, you could buy a Noctua NH-D15 if you want a beefy air cooler. They have been known to be just as effective as liquid cooling for temperatures even while overclocking. That option would also require less maintenance and you wouldn't have to worry about destroying your MoBo with a leak.

If you were wanting 4.1ghz on a R5 2600, a good air cooler should work well for you

I use the Be Quiet! Dark Rock 4 on my 2600 running at 4.0ghz and it keeps my temps when gaming well under 50c, usually keeping an average of 42-43c in the games I play.
