Liquid cooling setup help

I am doing a liquid loop for the first time so any tips on how to do it and take care of it. Also what is a good part list. O and I plan on oc and I wanna try to make the build silent only hear the pump and get a good quality silent one

Current parts

Msi x370 gaming pro carbon
Ryzen 1700x
Sli 1080ti
4x8gb ram
1000w seasonic psu
And a cooler master pro 5

I want to have green as the accent color

Which parts are you going to cool?
Even the best liquid setup won't be silent, especially if you cool the CPU and both graphic cards, the volume of airflow to cool all that hardware will see to that.
Be well aware, stripping off the GPU coolers may invalidate the warranty-a serious consideration given the hardware under consideration here.

You can use the configuration tool on the EK site to build your loop but something like this is probably what you are looking at:

If you are concerned about warranty on the GPU's then get EVGA cards since they allow you to remove the cooler without voiding the warranty.

EDIT: You will probably want to a drain value to make draining the loop easier.

Can I paint thebackplate also what is the atx jumper adapter for

I would imagine you could paint the back plate but not something I have done. The ATX jumper is used to power the pump without supplying power to the other components for leak testing.
