Liquid CPU Cooler Green Corrosion

So i am rebuilding my brothers computer, and when i took his cpu cooler of which is a not branded liquid cpu cooler that came with it and the copper plate which is connected to the cpu has some green corrosion on it , im not sure if i need to replace this or if it is fine and something that comes over time. if anyone knows anything about this please give me some input , everything helps :)

that would look to be caused by condensation/humidity, around the contact plate. the contact plate looks messed up you want that to be mirror smooth for best thermals.

if you do clean it up and re use it, polish the contact plate as good as you can, then I would suggest a layer of dielectric grease (any auto parts store less than 5 bucks for a small tube) on the corroding area apply with a q-tip like device. that'll protect the metal in the future from further corrosion, and is non conductive. just be careful not to get any on the freshly polished plate.
