Liquid cpu cooler not turning on

I got a new pc from iBuypower a couple days ago. When I first turned it on, it worked great. Today when I turned it on, however, the graphics card fan spins, the PC works, but the fan doesn't turn on and when I touch the cooler tubes, they are hot, and the same with the radiator. I am new to the PC thing, and I would prefer not to have to buy a new pc.

Why would you need to buy a new PC? Isn't your iBuypower under warranty? Contact support and don't do anything until they instruct you to do so.
