Solution
Based on the requirements for CS:GO and ignoring other games:

What do you think about this example build?

Its a dual core processor and you won't be able to play newer games requiring four cores. And I put only 4gb ram, to have it in your budget. I also excluded Windows. If you don't want buy Windows, you could try free Ubuntu (Linux based system), where Steam and Counter Strike are available too, but many AAA-games aren't. Many parts in this build are...

If you have the money, I strongly recommend to buy a better build.

Solution
Please try this its for 330$ without mail-in-rebates and no OS included: http://pcpartpicker.com/user/noobgamer40/saved/hjsrxr

This uses an A10 7850K it is a CPU + GPU = APU, its cpu is a quadcore @ 3.7GHz which is much better than the Pentium and its GPU can run CS:GO and BF4 and other games, refer to the links below for more details:-

look at this video and description:https://youtu.be/lFdQXAZcY_U cs:go video using this apu
GTA V!! : https://youtu.be/LF3qSuyR51M

watch this till the end: https://youtu.be/Cv57qDXpEPU bf4 video

other benchmarks: http://cdn.overclock.net/7/77/7770ce17_pic_disp.jpeg

plz look at all of these videos, the parts I chose are very good for cs:go and bf4 and much more..

And if that's not enough, you can always crossfire it with a r7 250 for more performance, and in the future you can buy any discrete card (gtx 960 for example) and use it as a graphic cards and use the APU as a cpu...
