[Listen] Strange Ocean/Wave/Bubbling/Gargle Sound Coming from my System Audio

So I'm running Windows 8 and have been for sometime before I realize I'm hearing this very strange noise come from my speakers at seemingly random times. Sometimes my friends wont believe me cause it won't go off regularly. But this time I sat down and spent an hour recording my computer using Camstasia and got the ah heck!

Starting yesterday I started recording every time it went off.
May 20th: 11PM
May 21st: 4:00pm, 4:14pm, 4:38, 5:54, 6:33, 6:35 twice, 6:40

and i don't know if it's just because I'm waiting for it but sometimes I may only hear it once a day. The applications i might have running at most of these times are Skype, Steam, a few different video games, Spotify, Photoshop and windows explorer. My tray icons are all normal for my dropbox, scanner, monitor settings, teamviewer, f.lux etc. - all things I had on my old laptop and never made this sound.

I'm wondering if this is some notification sound I can't figure out or is something even weirder is going on. Have any of you heard this before?
 
Does this happen when your speakers are on, but very, very low?
I ask, because I've had the same problem happen with my speaker system. The crazy thing is - they were picking up the local Spanish Rock station. Every once in a while I would turn them down all the way and I'd hear soccer scores and charismatic spanish radio announcers - thought I had gone crazy. Logitech speakers, pretty common. 😉
 


It'll happen at any sound level. But after recording more instances I'm wondering if its somehow connected to my installation of Steam. But I just had to factory reset my computer and may never hear it again. Thanks for the response though.
