I'll try to be as detailed as possible:

My ultimate goal is to be able to run most games at 1080p 60fps

Previous Rig?
AMD Athlon(tm) II X4 640 Processor (4 CPUs), ~3.0GHz, 8192MB RAM Corsair Vengeance, NVIDIA GeForce GTS 450 (has served me well.)

Plan to do any overclocking?
No. at least not right away. I'm learning little by little, and am taking this one step at a time.

What research have you done on your own?
Well, there is this MMO coming out called Black Desert. It caught my eye because it looked great in motion. I saw that the guy who created those videos was running it really well, considering he was recording it using some sort of 3rd party software as well. So I figured I'd ask him what he had under the hood, and use him as sort of a "jumping off point". This is what he said:

My question to you all? Did I do that right? Could I spend a bit more money and get something better? Could I spend a bit less money on a component and do better? Please forgive my ignorance. This is my first time building a rig from scratch. Thank you so much guys~

If not OCing don't get the K processor, you'd also need to get a different cooler if you do get the K one as it is needed to OC.
The GTX 660 is a two generation old GPU for the same price it is there you can get the current generation GTX 960.
The corsair builder series are not very good PSU, you can get much nicer ones from XFX, Seasonic, Antec, EVGA. Check out the toms hardware PSU tier list for more information on good PSUs.
 
Okay, a couple things:

1. Don't buy a GTX 660, they are becoming woefully outdated very quickly
2. If it's your first build, I would suggest not messing with over clocking
3. You don't need a CPU that powerful if you're going for a mid-range graphics card.

Oh wow! That thing is a beast! But, it went slightly over my $1200 budget (before rebates). I suppose saving a few extra bucks wouldnt hurt for this beauty!

The case is extravagant, you can easily cut back costs on that. You could also go down to a 550W PSU like the http://pcpartpicker.com/part/xfx-power-supply-p1550bbefx.
