Literally almost every part in my system is under performing

UserBenchmarks: Game 118%, Desk 75%, Work 89%

CPU: AMD Ryzen 7 1700 - 83.5%
GPU: Nvidia GTX 1080 Ti - 159.2%
SSD: Crucial MX300 SATA M.2 1TB - 61.8%
RAM: Corsair CMU32GX4M4C3000C15 4x8GB - 92.9%

Anyways gaming is glitchy and not smooth. I see frame drops as i game in battlefield 1.

Fresh Windows 10 install. Newest Drivers (even went back a driver to test) Nothing running in background except game.

Seriously been having this issue since i built this and that was just 2 weeks ago.

My powersupply is plenty (evga 650 G3)



its driving me crazy that i cant seem to solve this. I updated all my drivers. Did new chipset drivers. Got my ram speeds at the max that the bios revision will support atm for AM4 x370 (2667 mhz) I even overclocked my gpu by 150 on the core in precision x and that only made me go up by 3 percent and im still under performing to people who are right at the same core speed on the gpu.





Nothing is where it should be and im not sure how to find the problem.
 
Just an example of what i mean by my gpu is under performing compared to people with the SAME general core speed on the gpu. Mine was running at 2075 and i got 159%

My model is the EVGA Hybrid AIO variant so the temps are not the issue. In fact the temps are excellent at around 40c max load while gaming in 4k. Cpu tells the same story at 50c and thats just using the stock cooler.
