Question Little help plz

Built a new ryzen rig...
2600x
ASRock B450m steel legend mobo
Asus RX 580
Adata Spectrix (ax4u320038g16-dt60) 2 X 8gb kit
Adata Spectrix (as40g-512gt-c) m.2 drive
Silverstone 850 gold rated modular psu.

Power to mobo and gpu... But will not power up.
Tried one stick of ram and no sticks, took out m.2, took out gpu and I am running out of ideas

I have tried another psu, same thing, also tried a different stick of ram... Same thing. Narrowing it down, starting to think that it might be either the mobo or the cpu
