Question Live Kernel Event

Hi guys,
Have been having some issues with massive frame rate drops and general lag. Have searched the internet and can't find much on it. Checked my problem report, and it is showing as a livekernelevent, code : a10000005 . Went to Reddit and did a whole bunch of things recommended on there. Have uninstalled and re installed my latest drivers. Updated my BIOS, ran tests on my hard drive and RAM. My GPU and CPU temps are fine both at idle and when playing games. Everything seems to have come back fine, but the issue persists. If anyone has any other ideas before I have to hire someone to have a look would be great. Thanks

Have a 9070 XT, b550 plus motherboard with a 5700 x3d, and 32 gb ddr4 RAM. Have reinstalled drivers twice now. Only have 2 games installed. POE2 and Oblivion remastered, does it for both. Got a 7100 on steel nomad, my gpu was at 100% the whole test.
 
I'm playing high 1440P. I'm getting a tiny bit higher than the fps in that video for same settings, but it is very choppy. CPU ran a 596 for multi thread on cinebench. I attached a photo of what my gpu usage was doing while just walking around a city, just jumps up and down non stop.
