live streaming budget build?

Well I've been lurking around the forum for quite some time now and you guys have finally convinced me to build my own pc. I have around 700$ to spend but that will need to include an OS(I hate windows 8). A monitor would be nice but not necessary. Im a console gamer that live streams So I don't need a gaming rig but I need one that can handle live streaming to twitch and some occasional light video editing for youtube uploads. I already have a capture card as well. If you guys could help me pick the parts or link me to another thread I would appreciate it greatly.
