Livestream OBS 2nd computer?

I noticed yesterday that my CPU was topping out at 100% usage while streaming skyrim and gets really high using other games as well.

What can I do to eliminate the strain on my CPU. I understand that an i5 should be plenty for gaming but as I understand it. Not the best for streaming.

I am streaming using OBS at 720p 30fps.

I have heard people recommend a capture card, or building a second PC. What is the best option here?

Ideally I would like to keep my gaming PC as it is if possible. What type of parts should I be looking at getting for a 2nd PC so that I can record Xbox 360, wii U, Ps4, as well as my gaming PC?

A capture card that was recommended to me was the AverMedia live.

I have no experience with AMD or ATI so i try to stay towards Intel products. I currently have an
Ultra 600 watt PSU,
Case
Disk drive
250gb ssd
500gb HHD
EVGA nvidia gts 450
Laying around that I could put into a secondary PC

What would you all recommend?
