Loading Icon randomly pops up

I built my first gaming PC about a month ago and after fixing a few small problems its been running great. Yesterday I started to notice the little blue loading icon next to my mouse would randomly pop up. It seems to have gotten more frequent and it feels like loading times have gotten worse. Would this be caused by my HDD failing 1TB Western Digital Blue 7200 rpm or my CPU AMD FX-8350
 
Solution
Start > Search ~ msconfig. Pops open a new window. Under start up tab. Nothing here "technically" has to be checked for the machine to run. I'd only allow things like Your anti virus etc to run. Everything else start manually.

Then go to the Services tab, At the bottom check "hide all Microsoft Services" After those are hidden the same applies here. Everything can be unchecked, again I'd only leave my AV running. Try that and do a restart.
