Question Loading times slow because of CPU and GPU or HDD?

Simple question I hope. I have an I5-10600k partnered with a 1660 TI. Whenever I'm opening simple programs like task manager or browsers, I feel like they take too long to load. Would that be dealing with my hardware or my drive? I don't have an SSD and still using a 1TB HDD. Thanks guys.

This would be your primary issue. Get an SSD for your build.

Motherboard: MSI Z490 Gaming
Ram: Corsair 16GB clocked at 2133mhz
HDD: WD 1TB drive
GPU: 1660 TI
PSU: Some EVGA 650W Gold
Chassis: I'm not entirely sure. General white casing with ventilation.
OS: Windows 10 Home
Monitor: 1 Dell 60HZ, 1 Sceptre 75hz, 1 Dell 280 hz monitor.
I just upgraded monitors so I'm going to get rid of one of the lesser HZ monitors soon.
