Loads BIOS but will not boot

Will load the BIOS and reads all drives, when it gets to boot the OS it either reboots or freezes on a blank screen, same if you try and boot from cd

The PC used to work, bad PSU so replaced the PSU and now it will not boot into Windows or off a boot able CD, it will however load the BIOS just fine

Disconnect the hard disk and then verify if it boots from a DVD.

Still the same thing, every so often instead of rebooting it will get a line of vertical H's down the left side of the screen

Could it be a stuck key on the keyboard? What PSU make and model went bad?
